The space needed around a toilet, UK building regulations are precise about: 750mm of clear space in front of the pan, and at least 450mm each side of its centre line, in any new home. Those two numbers decide whether a cloakroom works or feels like a cupboard, and they are the first thing we check on any bathroom layout before a single tile is chosen.
The figures come from Approved Document M Volume 1, the guidance supporting Part M of the Building Regulations. It applies to new dwellings and to material alterations, which means a straight suite replacement in an existing bathroom usually falls outside it. Even then the dimensions are worth designing to. They are not arbitrary. They are the point at which a room stops being uncomfortable to use, and they are what a future buyer's surveyor will unconsciously measure against.
The toilet: 750mm in front, 450mm each side
Diagram 1.3 of Approved Document M sets the WC access zone. For frontal access, that is 750mm measured forward from the front of the pan, and 450mm each side of the pan's centre line, giving a clear rectangle 900mm wide. The document marks the 450mm with an asterisk and notes that 500mm is preferred, so treat 450 as the floor rather than the target.
There is a second, tighter arrangement for oblique access, where someone approaches at an angle: still 750mm forward, but 450mm one side and 400mm the other, with a 250mm offset. It exists because it lets a very small cloakroom work, not because it is better.
Two things routinely break these zones in real rooms. The first is a basin fitted too close, and the regulations are explicit that basins should not project into the access zones in a way that impedes access. The second is a towel radiator, which under the enhanced standard must be clear of all access zones and which people position last, after the zones have been forgotten.
The basin: how far it can encroach
In a cloakroom there is often no choice but to overlap. The enhanced M4(2) standard allows for this and sets limits: a hand rinse basin may encroach into the WC access zone by a maximum of 200mm, and a wash hand basin by a maximum of 300mm. The access zone to the basin itself may extend underneath it as far as any fixed obstruction, such as a vanity unit, pedestal or trap, which is why a wall-hung basin buys you usable floor even though it does not change the room's dimensions.
The practical design point: a small round hand rinse basin in a cloakroom is not a compromise, it is the correct fitting. A full wash hand basin in a room too narrow for it produces a space where you cannot stand square to the mirror.
The bath: an 1100mm by 700mm strip
The enhanced standard gives the bath an access zone of 1100mm by 700mm along its side. That is the space you stand in to get in and out, and to help a child in and out, which is the load case that matters in most family bathrooms.
Read that alongside a typical 1700mm by 700mm bath and the arithmetic is unforgiving: a bath plus its access zone needs about 1400mm of depth from the wall. Rooms narrower than that either lose the bath or accept a squeeze, and it is much better to know which before the plumbing first fix.
The shower: level access and the turning circle
Approved Document M's enhanced standard describes a level access shower with a 1000mm by 1000mm space, and requires a 1500mm diameter clear turning circle in the room, which may overlap the shower. Overlapping is allowed deliberately, and it is the trick that makes accessible bathrooms fit into ordinary floor plans.
In a WC or cloakroom, the document also permits the basin or WC to encroach into the shower space, while adding that this should be minimised. Treat that as permission of last resort rather than a design strategy: a shower you have to step around is a shower nobody uses.
Two rules people forget until it is too late
The door opens outwards. Approved Document M requires the door to an entrance-storey WC to open outwards. It is a safety rule, because an inward-opening door can be blocked by someone who has fallen against it. It is also a space rule, because the door swing is often the single largest thing competing with the access zones.
The walls carry grab rails. Under M4(2), all walls, ducts and boxings to the WC, bathroom and shower room should be strong enough to support grab rails, seats and other adaptations imposing a load of up to 1.5kN per square metre. Noggins and plywood backing cost almost nothing before boarding and are a full re-tile afterwards. We specify them on every bathroom, regulations or not.
What a compliant small cloakroom actually measures
Approved Document M gives worked examples rather than a stated minimum room size. Its illustrations show a frontal access WC and cloakroom at 1500mm by 1050mm, and an oblique access one at 1600mm by 850mm. Both assume an outward-opening door. If you are trying to carve a cloakroom out of an understairs cupboard or a hallway, those two rectangles are the honest test of whether it is possible.
One further caution on understairs spaces: headroom is not covered by these plan dimensions at all, and a plan that works on paper can fail the moment someone has to stand up.
How we use these numbers
On a bathroom project we draw the access zones before the fittings, in plan, at scale, and then place sanitaryware into what is left. Doing it the other way round, choosing a beautiful basin and then discovering it eats the WC zone, is the most common reason a finished bathroom feels wrong without anyone being able to say why.
The regulations are a floor, not a specification. Where a room allows, we take the 450mm to 500mm or beyond, and we give the bath more than 1100mm of standing space. But the minimums are the useful discipline, because they tell you immediately whether a layout is worth developing.
